Collecting data is not the same as conducting meaningful assessment, and displaying numbers does not automatically explain them. Assessment becomes more useful when we understand why information was gathered, which question it can address and where the limits of interpretation lie.
Begin with purpose. Are we trying to understand a learning need, review the quality of an instrument, improve a programme or support an organisational decision? Without a clear purpose, data collection can become a procedural exercise that consumes time without producing meaningful change.
Next, consider the instrument. Does it genuinely assess the intended capability? Are the instructions understandable? Are conditions fair? Could language or technology barriers influence the result more strongly than the skill being examined? Such questions do not invalidate findings; they help ensure the findings are interpreted alongside the conditions that produced them.
We must also distinguish observation from interpretation. An observation describes what appeared. An interpretation proposes a possible meaning that may require context or additional evidence. Moving directly from one result to a definitive judgement can conceal influences related to instruction, instrument design or learner circumstances.
Finally, an assessment process needs a defined outcome: an action worth testing, a person responsible and a point at which progress will be reviewed. This is when information moves beyond storage and begins to support learning and improvement.
The practical sequence is straightforward: result, observation, responsible interpretation, decision and review. The goal is not to create more numbers. It is to ask better questions and use what we know with greater care.
